Bloomed Plasma Lightning Emitter or Bloom Plasma Lightning Gun.

Fires a high powered laser to ionize the gasses (air) in a straight beam to a target, then with the created plasma stream runs a high current/low voltage directly to said target and fries it. The laser is designed to burn through electrical insulation (like rubber and silicone) and will also burn through skin to make a successful connection.

While such weapons are feasible there are many factors to concern a user with, fog and rain can reduce the range significantly. I'm pretty sure it wouldn't fire underwater and the thing would weight a tonne with the required amount of capacitors and batteries to fire both the pulsed laser and the directed charge. On the upside they are perfectly accurate, wind does not effect them and neither does the distance to the target. It wont work inside a vacuum or anywhere there is no gas to ionize and make plasma, the laser would still function though.

I can't remember if it's a laser or maser it would be using though.
